Project Overview

AECOM, as the owner’s representative and lead designer, was responsible for project management, quality control, bridge design, subsurface investigations, foundation design, highway design, drawing preparation, contract document preparation, advertisement services (including ATC review), proposal review, and responding to bidder questions and answers. AECOM is also responsible for construction-phase services as the owner’s representative, including schedule monitoring and review of design-builder design and construction submissions.
The primary goal of the project was to develop contract documents and BTC drawings for advertising a complex Design-Build (DB) contract within approximately three months from the Notice to Proceed. The project included the replacement of 10 bridges, completion of two bridges from a previous contract, removal of four bridges, retaining wall reconstruction, drainage improvements to address significant flooding issues on I-95, and highway improvements along approximately six miles of I-95 through Providence, Cranston, and Warwick, as well as two miles of Route 10 between Reservoir Avenue and Park Avenue.
The project also required extensive coordination with Amtrak and G&W Railroad. This effort included discussions regarding proposed design exceptions, development of acceptable outage windows, and evaluation of catenary impacts. Site visits conducted by AECOM alongside Amtrak personnel were instrumental in understanding and addressing railroad-related concerns.
